Shifts
at the top of the Ryan Administration
William Dugan, president and business manager of the International
Union of Operating Engineers Local 150, was appointed to the Illinois
Gaming Board to replace outgoing member Tobias Barry.
Stephen
Schnorf of Springfield was appointed to a five-year term on
the Illinois Liquor Control Commission. Schnorf recently stepped
down from a post as director of the Bureau of the Budget to act
as interim director of the Department of Central Management Services.
He is expected to retire from the Central Management post before
joining the Liquor Control Commission.
Thaddeus
S. Lechowicz, a Cook County commissioner and a former member
of the Illinois General Assembly, was appointed to the state panel
of the Illinois Labor Relations Board.
Joyce
Karon, a Northern Illinois University professor from Barrington,
and Gregory Kazarian an attorney from Lake Forest, were
appointed to the Illinois State Board of Education.
Jackie
Garner, Department of Public Aid director, stepped down in
mid-November to return to the private sector. George Hovanec,
a former deputy director of the Bureau of the Budget, was named
interim director.
David
A. Frier of Springfield was appointed to the Prisoner Review
Board for a term ending in January 2006. He is a retired Western
Illinois University political science professor.

Co-chair
James Annable is president of FRG Co., a financial consulting
firm; economic advisor to the chairman of the board of the Bank
One Corp., and secretary of the Board of Governors of the Federal
Reserve.
Co-chair Paula Wolff is a senior executive at Chicago Metropolis
2020. She served as president of Governors State University between
1992 and 2000. She was director of policy and planning for Gov.
James Thompson; and directed Gov. Jim Edgar's transition team. She
serves on numerous boards including Illinois Issues, the Johnson
Foundation, the Metropolitan Planning Council and the Joyce Foundation.
Member David Chicoine, vice president for economic development
and corporate relations at the University of Illinois, is the universityıs
senior officer on economic development issues and initiatives and
is an advisor to the U of I president on matters of technology,
business and economic development.
